Sir, now I am raising the issue of the present method of election. Here, representatives are directly elected from constituencies. It is good, but we have seen some developments which are not so good for our democracy. Sometimes, an agitation is held as a result of which very small number of people vote. So, those who are elected to the Assembly hardly represent a small fraction of people because the system is such that if you get single vote more than the candidate behind you, you will get elected. Such a situation should not be there in the interest of the democracy. A very big controversy is going on in India about the reservation of seats for women in Parliament and State Assemblies. Everybody is supporting this view in principle. A very few people are against it. Actually, they are not against it, but they say that it should be reformed a little bit more. But we could not do that so far. My suggestion is that in our country, half of the total seats should be reserved for women. Then, without any problem of cast, religion or money, they can be elected. Money power is curbing the deserving people who are socially and politically active and who are useful to the society. We have seen that educated women are coming in the forefront to contribute their effort because there is a new opportunity open to them, which was not there earlier. Once the opportunity has been opened up to them, the educated and socially committed women are coming forward to take up the responsibility of working in these local bodies. Here, I would like to give an example of Kerala state because I can talk with confidence about Kerala. We found that these women are more dedicated to the cause to which they are elected today. They are more sincere. Various studies have concluded that they are less corrupt. Sir, now I am raising the issue of the present method of election. Here, representatives are directly elected from constituencies. It is good, but we have seen some developments which are not so good for our democracy.
